I see your point, though I wish I could also see scores of people in wetsuits using their hula hoops at high tide. (Where's the Cacaphony Society when you really need it?)
Hula hoops are the only explanation for those action lines.
After a couple of surfboards turned up locally (near the old Netscape HQ, Foothill College campus), I came up with a kind of similar idea for "Yuppie Crossing" with briefcase and cell phone....
