I've loved this version since I first heard it in the (UK) series finale to Life on Mars.

Yeah, throughout the series, there are frequent references to The Wizard of Oz. For example, Gene often refers to Sam as "Dorothy" because of Sam's tendency to act like he just arrived via tornado.

The Iz version of "Over the Rainbow" rounds that allusion off nicely, I think.
