That sounds about right, except that I think the test doesn't properly address the issue of why someone might choose not to express disagreement at a particular moment. It implies that the only reason not to express disagreement is discomfort. One of my reasons is discomfort, but another reason is that I like to observe and learn, and if I publicly disagree, I am becoming more of a participant than an observer.
