This article seems to be arguing that a number of US Presidents since Roosevelt have acted in ways opposed to the on-paper political views of their parties (Eisenhower was relatively liberal, Nixon was relatively liberal, Reagan was relatively liberal, Clinton was relatively conservative, and Obama is relatively conservative).
